Meeting commenced at 10:00 am

Motion to accept the revised minutes of the previous meeting (Hannon, Moore - Passed)

Update on Governor Malloy’s proposed Board of Regents

  • The Board of Regents is based on the Massachusetts model which merged the community colleges with the state colleges.
  • It would have one board for all of us with a CEO. We don’t know all the details yet to know if this will harm us or not. The proposed new funding formula is based on enrollment and performance.
  • Eastern Foundation Scholarships and Contributions to Eastern – Ken DeLisa
  • The Foundation raises funds through various ways – Annual Fund; Leadership Giving Program; gold tournament; bowl-a-thon; auction brunch; grant program; and planned giving.
  • The funds are used to support scholarships; athletics; student organizations; faculty travel and research; the dual enrollment program; events; and gifts.

E-Refunds – First Impressions – Mike Kowalczuk

  • The Bursar’s Office is still moving towards a paperless environment through electronic refunds through ACH. A postcard designed by Kevin Paquin will be mailed out in late spring to advertise the program.

FY 2011 Mid Year Spending Plan Update

  • The FY11 Mid Year Review has been posted on the Budget Department’s website. FY10 ended with a $1.629 million surplus. For FY11, the revenue will be about $1.0 million less than we originally budgeted, but hiring delays and freezes and lower fringe benefit rates will help us offset the loss in revenue.

Eastern Spending Trends

  • AVP Howarth shared a summary of FY08 thru FY11 operating expenses by executive level. Next year’s budget allocations will consider the spending trends, however, until the state’s budget is approved, we won’t know the impact on our budget.

Work $mart

  • Pat Banach and Reese Painter-Payne have been named the chair and secretary of the sub-committee.
  • The sub-committee reviewed the Work $mart website and made a few changes; developed a process for reviewing new suggestions; and designed a Facebook page to encourage students to submit suggestions.

New Business – General Discussion All

  • Dr. Núñez is drafting a letter to the Eastern community for the Ad Hoc Committee to review, regarding the proposed higher education system reorganization and the Governor’s proposed budget.

Next meeting will be Friday, March 18, 2011 at 10:00 in the CT Room, Gelsi-Young Hall.
