Opioid Overdose Prevention and Awareness Procedures
To promote the safety of its campus community and to comply with Section Seven of Connecticut Public Act No. 19-191, Eastern Connecticut State University hereby establishes this procedure for the use of Naloxone, an opioid antagonist, on its campus.
- Designated Public Safety Individual:
- Eastern Connecticut State University’s Chief of Police or designee shall oversee the Opioid Overdose Prevention and Awareness Program. This person is responsible for the purchase and storage of Naloxone and works with other assigned personnel to ensure that Naloxone is stored in cabinets at the designated locations.
- Naloxone kits shall also be part of First Responder Equipment carried by the Athletic Training staff and the University police.
- Campus Locations Where Naloxone is Available:
- Naloxone can be found in the following locations at Eastern Connecticut State University and available for use - the University Police Department, the Student Center, the Sports Center, Dr. David G. Carter Science Building, Goddard Hall, Fine Arts Instructional Center, J. Eugene Smith Library, and every Residence Hall.
- At each of these locations, Naloxone shall be stored in cabinets that are in public access areas.
- Each of these departments, in consultation with the Wellness Office, shall identify a responsible individual(s) and develop operating procedures for ensuring the supply of Naloxone is available and not expired.
- Mechanism for Informing the Campus Community of Naloxone Locations:
- The University will send out notices each semester to the campus community announcing the availability and location of Naloxone as part of the Drug Free Schools Act notification.
- Information shall also be provided on the web pages for the University Police Department, The Office of Wellness Education Outreach and Counseling and Psychological Services.
- This information shall also be provided through the LiveSafe application that is managed by the University Police Department.
- Maintenance of the Naloxone Supply:
- Storage of Naloxone shall follow the manufacturer’s recommendations.
- The list of Naloxone expiration dates will be maintained by the University Police Department or designee and supplied to responsible individuals in each university building where Naloxone is stored.
- The responsible individual(s) from each storage location will contact Naloxone liaison to arrange re-supply of expired Naloxone. Arrangements should be made at least one month prior to the expiration of the current supply.
- Reporting Naloxone Use:
- Prior to Naloxone being administered, the individual administering should immediately call 911.
- The Good Samaritan Law (C.G.S 17a-714a) provides protection from liability to any such person administering naloxone.
- Training:
- Training will be offered every semester and coordinated by the office of Wellness Education Outreach. Mandatory training is required for the following university employees.
- Sworn police officers and Buildings and Grounds Patrol officers.
- Members of Student Health Services, Counseling and Psychological Services, and Athletic Trainers.
- Awareness Campaigns:
- The Director of Wellness Education Outreach will coordinate marketing campaigns to be launched at the start of each semester.
- When available, public Naloxone trainings will be advertised to the campus community via electronic signage, posters, social media, and university calendar notifications.
- Opioid education, prevention, and the availability of Naloxone kits will be integrated into all existing drug and alcohol outreach education efforts.
