Board Meeting May 6, 2003, Connecticut Innovations

Meeting called to order by Arthur Diedrick at 2 PM .
Arthur Diedrick requested Advisory Board members consider the minutes of the March 25, 2003 meeting. Motion by Donald Downes to accept, seconded by Richard Barredo, motion carried.
Arthur Diedrick commented on the ISE prospectus that was distributed to the Board. The Prospectus was develop to provide foundations and government agencies with an explanation of the Institute's origin, function and operation. The Advisory Board members expressed their approval of the packet, especially the putting forth of the Institute's mission, goals and current activities.
William Leahy presented the revised Budget Highlights sheet that was developed for the ISE first quarter report to the Board and the ECMB, noting that it is different from the draft distributed before the Advisory Board meeting. Questions were raised and clarification given on the following points:
- Professional contractual services line item expenditure is less than projected because of revised work plan of the ISE.
- Issuing Supplemental Environmental Program (SEP) grants is a mechanism utilized by the EPA to redistribute corporate fines for environmental violations.
- CHP refers to Combined Heat and Power or cogeneration applications.
Arthur Diedrick noted that Chrysler Corporation had donated 130 Hybrid Vehicles to the City of New York . The Advisory Board discussed potential application and benefits of EV use in Connecticut . William Leahy will contact Chrysler for further information.
William Leahy discussed the First Quarter activity report, given to the Advisory Board in print, which will be presented to the ECMB next week. The Board expressed approval.
Dr. Carter was asked to discuss his expectations and requirements for the ECSU/ISE budget. It was noted that the ISE work on the Long Island Sound and Southwest Connecticut projects had been completed at a cost to the ISE of approximately $1,000,000. This work was undertaken with a legislative and DPUC promise of funding. It is as yet an unfunded mandate. The Advisory Board discussed strategies to recoup the funding via legislation, either through line item budget listing or allocation via ECMB or from the DPUC through the Conservation & Load Management Fund. Dr. Carter and Donald Downes will both discuss the matter with Governor Rowland. Dr. Carter also noted that with current funds, the ISE will be solvent through June 2004 at present staffing levels, although some anticipated programs and expenditures will be curtailed. Staff has been notified of the situation, and staffing levels may be reduced starting in March 2004.
William Leahy presented information about the October 27-29, 2003 Sustainability Conference to be held at the Mohegan Sun, as arranged after the cancellation of the 2002 event. State, and Community energy policy makers, and University leadership interested in developing Sustainability Plans are the target audience along with energy and environmental professionals. More details will be available at the next meeting.
Arthur Diedrick asked the board to set the date for the next meeting. Discussion indicated that the next meeting will be scheduled for the end of June, Dana Kubachka to arrange the date and notify the Board of Advisors.
A motion to adjourn was made by Donald Downes, seconded by Arthur Diedrick, motion carried. Meeting adjourned at 3:05 PM .
