Topics discussed:

World Language Certification Program

Proposed program would look like secondary education certification program. Need for language acquisition course and teaching methodology course. Students would be admitted through the CARE process, would require a placement with a BEST trained language teacher – to be placed through Ed. Dept. process. MCL faculty would be encouraged to serve on the CARE Committee and be involved in the interview process. Questions of required level of practica and student teaching placements should be addressed to the State Department of Education (SDE). Estimated demand may be initially in single numbers, but when it place, there will be a great deal of demand – there is certainly a need in schools.

Discussion about qualifications of university coordinators of the student teaching experience.

Language Acquisition Coursework

State Dept. of Education is requiring language acquisition coursework to be included in all teacher education programs. Discussion on how to meet the demand by 2003 for all of the certification students. Might the coursework be a GER course? Discussion of a 300 level GRE coursework in Inquiry and Analysis as an upper division courses with a class size of around 25 students.

Change in MS Elementary Certification

Four different topics for the admission essays have been developed. They will be phased in one at a time for the next four semesters.

Changes in Human Development Coursework Requirement

The human development course requirement of 15 credits for the Early Childhood Education program will be changing. The 2003 SDE guidelines no longer require the 15 credits.

In 2003, Early Childhood and Special Education will be combined certification – to prepare teachers for integrated classrooms. Need to add additional special education coursework. Issues – would ECE certification at ECSU require 15 credits in human development? Need to have a separate meeting with Psychology Department to discuss these issues.

Elementary education certification requires 6 credits - EDU 544 AND either PSY 206 or PSY 208. Offered during Wintersession 2000,

Other Changes in Certification Regulations

Increased requirements for competencies in World Languages for certification were discussed – how is World Language defined? Would Sign Language be included?

Discussion of defining regulations developed by SDE. There is an ad-hoc statewide committee of certification officers convened by the SDE to discuss definitions. Changes are through a political process.

There are advisory committees on specific discipline requirements. The process of NCATE (National Council for Accreditation of Teacher Education) accreditation was introduced. There is an accreditation requirement to provide a self-study on standards developed by professional organizations in the disciplines.

Graduate Certification

Proposed mathematics education certification on the graduate level may cause a change within the undergraduate certification program in other disciplines. History/Social Studies undergraduate certification sends 15-20 students per year to the current program; some History/Social Studies students might benefit from a graduate program, but most expect a four-year major-certification program.

There should be a demand for the History survey course for certification candidates as a 7 pm section or a Saturday section, and during summer and wintersession sessions.

Planning for the Future

If the Elementary Education Undergraduate Certification program is reinstated, it might increase English, History/Social Studies majors and might decrease number of candidates who are majors in Psychology and Sociology and candidates in the Middle Level program. This undergraduate elementary certification program is expected to only enroll 30 students per year.

Reasons why students don’t prefer preschool certification and middle level education and the relationship of violence in schools and the importance of middle schools were discussed.
